BOARD MINUTES FOR NOVEMBER 16, 2010

This is the last meeting in 2010. The meeting was called to order at 6:20pm. Those in attendance were Gil Ellis, Jeff Powell, Robert Vitrano, Kathy Moore and Lois de Oliveira.

Review and approved the October 19th meeting minutes. The previous board members Gil and Lois will remain for another term.

Administrative Report

1. Update on Unit 11 and the repairs.
2. Gil will contact those owners in arrears on their maintenance.
3. Review job description for the Administrative Assistant.

Committee Reports

1. We will get an estimate next year on the elastomeric roof sealant and insulation.
2. The board has decided to keep the new gazebo and set it up in the patio area. The owners will get together to set up the new gazebo. Let us know if anyone can volunteer and/or bring refreshments.
3. The umbrella will be placed on the south side of the building in the grass.
4. It was proposed that we investigate another company to try to reduce screening costs.

Ongoing Business

Property Maintenance – review list
a. Hot foot will be applied to the edge and ridge cap of the roof of the center tower and turret while the exterior waterproofing of the center tower has been put on hold.

New Business

The building in general is in fair repair and the board is acting in good faith to maintain the building and will continue to inspect the building to ensure all units are in good condition. We request unit owners to report to the board any concerns.

1. Late maintenance needs to be discussed regarding the Declaration.
2. Running up/down the stairs during gatherings in the courtyard should be avoided.
3. It is suggested that the lawyer file a lien on unit 11 within 75 days if the unit owner does not rent it.

BOARD MINUTES FOR SEPTEMBER 30, 2010

The meeting was called to order at 6:00pm. Those in attendance were Gil Ellis, James Quinlan, Jimmy Baes, Richard Yousoufian, Robert Vitrano, Jeff Powell, Kathy Moore and Lois de Oliveira.

The August 26th meeting minutes were approved pending the striking of section 1c from the minutes.

Administrative Report
1. The budget was reviewed and approved by the board. The ballots will be mailed out by Monday after the meeting so we can get them back for the October 19th meeting. Anyone behind on their maintenance cannot vote in an election nor run.
2. Jeffrey Powell has offered to run as a board member. As he has done a number of maintenance repairs on the building, if elected any job over $500 we will take bids.
3. The board agreed to review the bylaws, rules and regulations, and the Welcome packet for new tenants early in 2011.
4. Richard has resigned from the board as of this evening. We still have 4 board members.

Committee Report

1. Elastomeric roof sealant on flat roof and insulation – estimate/rebate – Gil
2. Regarding the payment to Dominique for water damage; we are waiting for a breakdown for the wall damage and paint from the unit owner.
3. Mr. Golden did not sign off on the case of Unit 11 so our lawyer could not file a motion to expedite a solution. If the unit can be rented we do not need to file a motion at this time.
4. Richard contacted the owner of unit 11 to get permission for the association to rent out the unit. Now if we get something in writing from his lawyer we could rent the unit to make back some of the maintenance that is owed the association. The cost to get that unit rentable is $980.00 for repairs around the windows and painting.
5. Debbie is checking on the service fee that was billed to the association since we have a contract with Empire.
6. Increase of washer/dryer fee – to change out the coin slots is $55.00 per machine.
7. Richard to purchase 6 new chairs.

MINUTES FOR BUDGET WORKSHOP

The meeting was called to order at 6:00pm. Those in attendance were Gil Ellis, James Quinlan, Richard Yousoufian, Debbie Madsen, Robert Vitrano, and Lois de Oliveira.

The budget will not include the garbage as it will be added to the owner’s property tax bill.
Additional sources of income
1. Background fee increase was approved from $55.00 to $75.00 by a majority vote.
2. Increase washer prices was discussed.

Even though we replaced the hot water tank and repaired the drain field this year we hope to not raise the maintenance. Next year we intend to coat the roof with the elastomeric.

We are waiting to hear from anyone wishing to be on the board.

Committee report
1. Check service call of 1 hour on alarm system – Debbie
2. Richard will talk to Ari about renting unit 11
3. Check out sanitation bill - Gil
4. Lawyer charges $180.00 an hour. Unit 11 foreclosed in Sept 2009 and Mr. Frischer will put in a motion to expedite, he will hurry the bank on coming to a conclusion in the foreclosure so the unit can be sold.


2011 Budget review

Citizens bill will be divide into four payments.
5% increase for landscaping and administration fees
White fly spraying has been done once a year for the last 2 years

BOARD MINUTES FOR AUGUST 26, 2010

The meeting was called to order at 6:00pm. Those in attendance were Gil Ellis, James Quinlan, Richard Yousoufian, Debbie Madsen, Kathy Moore, Robert Vitrano, Mr. Frischer, and Lois de Oliveira.

Reviewed and approved the July 21st Meeting Minutes.

Administrative Report
1. Our new lawyer is a reasonably priced attorney that works in the area of condo law. He spoke at the meeting regarding a number of points from the condo documents, namely the pet policy and about unit 11.
a) It was decided to go ahead and have the lawyer file a motion to expedite a resolution for Unit 11 if his research finds it necessary.
b) The attorney will check on the feasibility of collecting maintenance from the attorney Steve Littman or do we take our chance of collecting a portion of it from the bank. Gil will forward the information to our lawyer.
2. The owners have been notified of the first right of refusal on unit 3. The time limit to exercise their right has expired and the buyer is in the process of closing on the unit.

Committee Report
1. Gil checked with FPL about the rebates to seal the entire flat roof and will now go back to ask about adding insulation.
2. The board is waiting on a breakdown of Unit 14 for reimbursement.
3. Richard got the attorney’s file from Mr. Golden.
4. Richard is working on the 6 new chairs for the garden.
5. Even though some of the gutter spouts have been replaced the one above unit 14 still needs to be replaced.

New Business

An emergency repair of the septic tank cost the association $5000 for a broken pipe from the septic tank to the drain field and the installation of a new hot water heater for $4500 was done. Thanks to Richard for overseeing this project. No bushes had to be removed for the project.
The Birthday Party was denied because it was just too big. The garden is fine for family gatherings only.
The new tenant in Unit 4 was approved.

Board Minutes for July 21, 2010

The meeting was called to order at 6:10pm. Those in attendance were Gil Ellis, James Quinlan, Cassandra Harrison, Jimmy Baes, Richard Yousoufian, Debbie Madsen, Kathy Moore, Robert Vitrano, and Lois de Oliveira.

Reviewed and approved the June 16th Meeting Minutes.

Administrative Report
1. The board has temporarily approved James Quinlan to replace Cassandra Harrison on the GCC Board until January 2011. Cassandra stepped down since she was unable to attend the monthly meetings.
2. Mr. Frischer will be at the next board meeting on Tuesday August 17th to discuss his findings.
3. Richard’s unit 16 will be next on the list to have his wall fixed from old water damage.

Committee Report

1. Any question about the sale of unit 3 can be brought up at the next meeting regarding the first right of refusal.
2. Roof sealant was placed on the roof above unit 8 to seal a leak. We will check with FPL about the rebate to seal the entire roof and about getting an estimate.
3. Gil is working on getting a breakdown for reimbursement on Unit 14s repair.
4. We are looking into the feasibility of collecting maintenance and/or assessment fees on unit 11 from attorney Steve Littman.
5. Richard replaced the old flag for the flag pole.
6. Richard is looking to get the latest condo docs from Mr. Golden
7. Richard is checking into getting 6 new chairs for the garden.
8. The painting of the rear entry of units 8 and 9 and the front entry paint for units 5 and 6 will have to be put on hold.
9. Gil painted the 4th floor security door. It will come out of the payments to Jeff Powell.

We believe the drain field needs to be replaced since it is not draining and is saturated. That will be a very big job covering 900 square feet of the garden. The bushes will have to be removed and replanted.

Board Minutes for June 16, 2010

The meeting was called to order at 6:10pm. Those in attendance were Gil Ellis, Richard Yousoufian, Debbie Madsen, Kathy Moore, Robert Vitrano, and Lois de Oliveira.

Reviewed and approved the May 12th Meeting Minutes.

Administrative Report
1. The minutes from the prior “Executive Session” were approved.
2. James Quinlan has offered to temporarily fill in as a board member.

Committee Report

1. Mr. Frischer was approved by the board prior to the meeting. He knows Condo Law and will be retained for issues regarding the bylaws and legal matters. He is reviewing our condo bylaws regarding the policy on animals and how many are allowed, and any pending legal issues. The previous lawyer should have an updated version of our bylaws that we will need to get from him.
a. According to the bylaws painting of the outside of the doors (condo and garage) is the responsibility of the Association.
2. The drain pipe has been installed below unit 6 and we are waiting to be billed.
3. In case you are unaware the garbage or sanitation bill is paid by the association and will be paid until the end of the year. However next year’s garbage fees will be added to your property tax bill as of November. That should have a positive effect on your maintenance for next year.

New Business
There was some patching done around the threshold of Unit 11 to prevent water from collecting below the door. Also the security door needs to be painted on the 4th floor that was included in the price of the install.
Gil offered to paint the whole garden area, furniture, cement slab, umbrella stand, and planters in a forest green. Robert donated a large commercial grade umbrella to the garden to replace the gazebo. Thanks to you both, the garden is looking very nice.

Board Minutes for May 12, 2010

The meeting was called to order at 6:10pm. Those in attendance were Gil Ellis, Jimmy Baes, Richard Yousoufian, James Quinlan, Debbie Madsen, Kathy Moore, Robert Vitrano, and Lois
de Oliveira.

Reviewed and approved the April 12th Meeting Minutes.

Administrative Report
1. We have been adhering to the policy that maintenance not received by the 15th will be late.
2. Unit 5 has been rented and is occupied.
3. Regarding the sale of unit 7, we received the maintenance check.
4. There was an “Executive Session” that was not added to the April 12th minutes. The question was asked whether anyone had a conflict of interest as far as the buyer, seller, or any board member regarding the recent short sale. There was not found to be any. The addendum was approved regarding the sale of unit 7.

Committee Report
1. Review of condo bylaws about outside doors, renters rights and pets in the building – Richard and Gil
2. We are looking for a lawyer to retain who practices condo law – Gil
3. The plumber has installed a pipe to divert the waste water and sewage around unit 6 to pass along to the septic tank.
4. For the screening process we have a 48 hour turnaround time and use Atlantic Screening. It would not be cost effective to remove the impertinent information that comes with the report as we only review the late payment and criminal history.

New Business
In Miami Shores the waste disposal fee will be added to each property owners property tax bill.
This will be in effect as of November 2010.
Painting of rear entry stairs to units 8 & 9 and the front entryway of units 5 and 6 was placed on the to do list.
The tile added to the entryway between units 12 and 16 was paid by the respective owners. Any tile added to a public area needs to be matched to this tile and approved by the Board.

Reviewed and approved the February 17th Meeting Minutes.

Administrative Report
1.      Mario Persad was unanimously approved by the board as the new buyer for unit 7. 
2.      There is a $25 charge for every month an owner is not current or partially pays their maintenance fees. 
3.      Richard will see about replacing the condo flag.
4.      James will check with the plumber about the drain trap under unit 6 to keep the septic from backing up there.

Administrative Report
1. Jeff will give us an estimate for a leak in the roof.
2. Anyone who is behind on their maintenance we appreciate that you are trying to
    catch up.
3. Gil will see about replacing the condo flag.
4. Empire electric is not asking for the past due bills to be paid since we have not
    heard from them.
5. The plumber was to give us an estimate to work around the unit 6 bath tub drain
    to keep the septic tank from backing up there.

             MINUTES FOR MONTHLY MEETING OF BOARD OF DIRECTORS

The meeting was called to order at 6:10pm. Those in attendance were Gil Ellis, Richard Yousoufian, Cassandra Harrison, Robert Vitrano, Debbie Madsen, Kathy Moore, and Lois de Oliveira.

Reviewed and approved the December 15th Meeting Minutes.

 
Administrative Report
  1. The side of the building facing the garden has been completely painted.
  2. Jeff has been notified to give us an estimate to finish waterproofing.
  3. A letter will be sent to owners late on their maintenance about placing a lien on the unit.
  4. For a copy of the PGT window permit see Robert or Debbie
  5. The green awning was unanimously approved to be installed above the laundry door.

  1. We have not heard from Empire Electric about the pending contract.

  3. Jimmy & Cassandra are both checking on renting the vacant unit.
  4. Jeff will be inspecting unit 11 for any weather related issues.
